Stage II vapor recovery is technology that prevents gasoline vapors from escaping into the air during refueling. It was required under the Federal Clean Air Act until the EPA issued a decision that on-board vapor recovery was in widespread use throughout the vehicle fleet, allowing states to request that requirements for Stage II be removed from their SIPs.
