The modern diesel locomotive is powered by electric motors that drive the axles and are controlled by electronic controls. It also has many of the same auxiliary systems as the train, such as cooling, lighting, heating, braking, and hotel power (if necessary). It can usually travel the same routes and be driven by the same drivers. It differs primarily in that it transports its own generating station rather than being connected to a remote generating station via overhead wires or a third rail. Amtrak announced in late June 2022 that it has ordered 50 more Charge Locomotives from Siemens Mobility on top of an initial order of 75 diesel-electric units. According to Amtrak, the locomotives are an important part of its sustainability initiative and represent another major investment in its long-distance services, which is the backbone of its National Network. The total contract value of up to USD 2 billion includes the original contract for USD 850 million and incorporates both the manufacturing as well as the long-term service agreement for technical support, spare parts, and material supply. A team from Amtrak and Siemens Mobility developed the ALC-42 locomotive series for heavier and longer trains traveling thousands of miles in a single trip. The new diesel-electric locomotives – designated as ALC-42 for “Amtrak Long-distance Charger, 4200 hp”

EPA finalized a three-part program that dramatically reduces emissions from diesel locomotives of all types -- line-haul, switch, and passenger rail. The rule cuts particulate matter (PM) emissions from these engines by as much as 90 percent and oxides of nitrogen (NOx) emissions by as much as 80 percent when fully implemented. The standards are based on the application of high-efficiency catalytic after-treatment technology for freshly manufactured engines built in 2015 and later. EPA standards also apply to existing locomotives when they are remanufactured. Requirements are also in place to reduce idling for new and remanufactured locomotives.
